The project of General State Budgets (PGE) for 2022 contemplates allocations destined to the Education policy in the year 2022 that amount to 5,000 million euros, reaching this figure for the first time.
According to the PGE project presented this Wednesday in Congress, spending for educational policies will be 5,023 million euros, which is 2.6% more than the accounts for this 2021, when investment stood at 4,893 millions.
Of these more than 5,000 million, which represent 1.1% of the total budget planned by the Government for 2022, 1,604 million will come from the European Union, a slightly lower amount than this year, which was 1,803 million.
Thus, excluding the provisions associated with the Recovery and Resilience Mechanism (EU funds), the Education policy stands at 3,419 million euros in 2022, 10.6% more than in 2021 .
Education policy credits are managed mainly through the Ministry of Education and Vocational Training, in collaboration with the autonomous communities, as it is a transferred competence, and also by the Ministry of Universities in the field of university education.
Scholarships and study grants
The Government highlights, within the educational policies, the scholarship and aid program for students, which represents 43.8% of the total educational budget, with an endowment of 2,199 million euros, 109 million more than in 2021 .
Within this program, the allocation for the general system of scholarships and study aid amounts to 2,084 million euros, which represents an increase of 100 million euros, 5% more than in the previous year .
This general system of scholarships and study aids includes, fundamentally, the financing of calls for scholarships and general aid for university and non-university levels and different compensations to universities for exemptions and discounts in public prices corresponding to scholarship holders, students belonging to large families and students with disabilities.
Additionally, the credits of this program finance, among other actions, the coverage of textbooks and didactic material, the contribution for the development of the Erasmus + Program, which in this year 2022 increases its endowment by 10 million euros , and language immersion scholarships .
Within the expenditure, highlights the creation of places of the First Cycle of Early Childhood Education of public ownership (primarily 1 and 2 years), specifically, the reform / rehabilitation and equipment for new units; new construction and equipment; and personnel and other expenses, with a budget that amounts to 334 million euros, while 775 million will go to the Strategic Plan to Promote Vocational Training.
According to the PGE project, the credits of the Ministry of Education and Vocational Training increase 9.4% compared to 2021 , with a planned budget of 5,605 million euros, since by 2021 this amount was 5,465 million.
Of the total funding that is planned for the Ministry directed by Pilar Alegría, 1,654 million come from the EU, 6.1% of the European funds that Spain will receive. This is 10.7% less compared to 2021, since this year the amount amounted to 1,853 million euros.
139 million for university education
In the field of university education, in which the competences are also transferred, it corresponds to the Ministry of Universities to participate in the financing of the National University of Distance Education (UNED) and the Menéndez Pelayo International University (UIMP).
The university education program is endowed in 2022 with 139 million euros, which is also used to finance university centers and schools in Ceuta and Melilla and the operation of the Spanish Service for the Internationalization of Education (SEPIE), which manages the scholarships Erasmus +, and the National Agency for Quality Assessment and Accreditation (ANECA).
Within the scope of university education, the Government highlights the increase in current transfers from SEPIE for an amount of 10 million euros, as a result of the increase in credits destined to co-finance the Erasmus + program, which for this year are endowed with 40 million of euros.
With respect to the Ministry of Universities, the budget that will count for 2022 will be 431 million euros, 6.9% less than the accounts for this year 2021 .
Although the economic amount that the Ministry of national origin will receive increases by 9.7%, since in 2021 it had 259 million and for next year the financing will be increased to reach 284 million, the amount it will receive from the EU will be lower, specifically, 27.9% lower: 147 million, instead of the 204 million euros it obtained in 2021. Hence the reduction in the budget of this Ministry of 6.9%.
